The city of Silvassa has an estimated population of 1.48 lakh in 2019 as per Department of Planning and Statistics, UT Administration of DD & DNH. The city also witnesses a major influx of transient population due to industrial and tourism activities. The city is also known for its lush green surroundings and natural beauty with a multitude of tourist spots such as the Daman Ganga River, gardens, parks located both inside and in outskirts of the city. This has given boost to the hospitality industry with several resorts, hotels, restaurants and allied businesses in the city.
In line with the objective of the Smart City Mission the city of Silvassa has set its vision for smart city as “A vibrant growth centre that offers an optimal balance between industrial prosperity and quality of life, while promoting its rich tribal heritage". By leveraging its strategically located industrial zone, dense city core, iconic riverfront and rich tribal legacy as key strengths, Silvassa aspires to be a thriving growth center in the region between Mumbai and Gujarat. The city seeks to achieve this by improving access to its industrial areas, improving mobility conditions in the city center, addressing all gaps in basic infrastructure, creating a clean and healthy urban environment, increasing avenues for art, culture and recreation, promoting skill development and using technology to provide smart governance.
Silvassa Smart City Limited completed a “vision exercise” to realign the vision and its goals in achieving all the objectives and making Silvassa a healthy and liveable smart city. The document was prepared through adopting In-depth city profiling, direct citizen engagement, focused group discussions with stakeholders, administrative and public consultations were used to arrive at the city’s vision.
Download DocumentThere is no universally accepted definition of a smart city as the conceptualization of smart city varies from city to city and country to country, depending on the level of development, willingness to change and reform, resources and aspirations of the city residents. Some definitional boundaries are required to guide cities in the mission. In the imagination of any city dweller in India, the picture of a smart city contains a wish list of infrastructure and services that describes his or her level of aspiration. To provide for the aspirations and needs of the citizens, urban planners ideally aims at developing the entire urban eco-system, which is represented by the four pillars of comprehensive development-institutional, physical, social and economic infrastructure. This can be a long term goal and cities can work towards developing such comprehensive infrastructure incrementally, adding on layers of ‘smartness’.
The Smart City Mission projects are spread over to 17 sq kms area within the jurisdiction of Silvassa Municipal Council area.
Ministry of Housing and Urban Affairs (MoHUA), Government of India had launched the ‘Smart Cities Mission’ on 25th June 2015. It aims to transform 100 cities into smart cities by 2020. The mission promotes sustainable and inclusive cities that provide core infrastructure, clean and sustainable environment, apply technology driven solutions which altogether improve the quality of life of the citizen. The 100 cities who would be beneficiaries of the smart city mission funds were selected through a competitive route – a ‘smart cities challenge’. Silvassa was selected in the 4th round, with a budget of 978 Crores, in which the final 9 cities were selected in January 2018.
